The U.S. Alcohol Policy Alliance (USAPA) is seeking a highly organized and strategic Project Manager (Consultant) to lead the coordination and development of a National Alcohol Prevention Strategy (NAPS) to be finalized by October 1, 2026.
This initiative will produce the first stakeholder-driven national framework to reduce alcohol-related harms in the United States. Leveraging the expertise of public health experts across the country, the strategy will establish a shared policy agenda with measurable goals and objectives, align diverse sectors, provide evidence-based policy recommendations, and position the field to attract sustained funding for coordinated advocacy at the federal, state, and local levels. It will be released at the national Alcohol Policy Conference (AP2026) in September 2026.
Scope of Work
The Project Manager will coordinate all aspects of developing the strategy document, working closely with the NAPS Executive Committee1, national stakeholders, and USAPA leadership. This role requires managing a complex, multi-stakeholder process with an emphasis on inclusive outreach and engagement, structured feedback integration, and timely deliverables.
Key Responsibilities
- Stakeholder Engagement & Feedback Integration
- Design and implement processes to solicit meaningful, detailed input from stakeholders nationwide
- Convene and facilitate virtual feedback sessions (e.g., Zoom consultations, working groups)
- Ensure representation across sectors including public health, state-based advocacy, research, and community organizations
- Synthesize and integrate stakeholder feedback into draft materials
- Strategy Development Coordination
- Support the NAPS Executive Committee in refining:
- Measureable objectives
- Draft strategies aligned with each objective
- Coordinate iterative feedback processes across multiple contributors
- Produce and maintain a single, cohesive draft document of objectives and strategies
- Deliverable Management
- Secure Executive Committee review, refinement, and adoption of NAPS objectives
- Obtain endorsements of NAPS objectives from at least 25 national experts
- Coordinate solicitation of draft strategies from national and state stakeholders tied to each objective
- Ensure all milestones are met in advance of the October 1 deadline
- Final Production
- Coordinate with staff and volunteers the finalization of the National Alcohol Prevention Strategy document during/after the Advocates Institute
- Ensure document clarity, coherence, and readiness for dissemination
Reporting & Support
- Reports directly to the C.E.O. of USAPA
- Supported by a part-time intern (approximately 5 hours/week), the NAPS Executive Committee, the Advocates Institute organizing committee
- Responsible for managing workflow, timelines, and deliverables independently
Qualifications
- Demonstrated experience in project management involving multi-stakeholder engagement
- Strong understanding of alcohol policy and/or public health policy frameworks
- Proven ability to lead diverse groups of volunteers or experts in developing written outputs
- Experience designing and facilitating effective feedback and engagement processes
- Excellent written communication and document synthesis skills
- Strong facilitation and meeting management capabilities
- Ability to work efficiently under tight timelines and manage competing priorities
- Available to attend Advocates Institute & Alcohol Policy Conference (AP2026) September 27-October 2, 2026 in Arlington, VA. (USAPA to cover the costs of attendance)
Preferred Qualifications
- Experience with national coalitions or advocacy networks
- Familiarity with consensus-building methodologies
- Experience producing policy frameworks, strategic plans, or national reports
